  17. <p>    Two decades of legal squabbling and unruly protests have
  18. turned the Seabrook, N.H., nuclear-power plant into a symbol of
  19. everything that is wrong with atomic energy in the U.S. But the
  20. start-up of low-power testing at Seabrook last week signaled
  21. that a fresh wave of pro-nuclear sentiment is stirring in
  22. Washington. The testing permit was the second granted in two
  23. months: the first went to Long Island's Shoreham nuclear plant,
  24. even though the reactor's owner had already decided to junk it.
  25. </p>
  26. <p>    Why the sudden fondness for controversial reactors? The new
  27. Energy Secretary, James Watkins, is strongly pro-nuke, as is
  28. his boss, George Bush. So is Bush's chief of staff, John Sununu,
  29. the former New Hampshire Governor who championed Seabrook
  30. against objections of his neighboring Governor, Michael Dukakis
  31. of Massachusetts. While Sununu has moved to the White House,
  32. Dukakis still sits in Boston, 40 miles from Seabrook.
